Frank James
personFrank James, 62, was arrested on a street corner in the Lower East Side of Manhattan. Police say James used a legal handgun in the attack that injured 23 people. James was arrested at least 12 times by the NYPD between 1984 and 1998 on charges ranging from burglary, possession of burglar tools, and criminal sexual acts. He was known to the FBI and was questioned in 2019 in New Mexico.
